distress call around 4:20 yesterday afternoon from people onboard a 29-foot sailboat possibly named "charmed blow." calling to say they were taking on water and the electronics were failing. this is about 65 miles off pillar point along the san mateo coastline. onboard were two adults, two children, neither older than 7 years of age. at around 5:30 they radioed in again to say they were abandoning ship. the coast guard is not sure if they have life jackets but are certain they didn't have survival suits or a life raft. >> we don't know what they had onboard. we know they had a cooler and a life ring. all we know is they were trying to do is makeshift life raft at this point. the water is very cold. there currently is gale force winds. >> reporter: that was the coast guard conversation we had last night. a c-130, 87-foot patrol boat are

involved in this search. 210-foot cutter is about to arrive on the search site as well. at sun up in about 45 minutes, the coast guard will send out another chopper. the air national guard rescue wing out of moffett field will join in as well. now, the distress call was broken up. very difficult to understand. the coast guard thinks the name of the boat is charm blow but they're not 100%. if that name rings a bell to you or you know a ship that goes by a similar name, the coast guard wants to hear from you and get more information about who these people are and where they're from and where they were headed. reporting live, bob redell, "today in the bay." >> okay, bob, thank you so much. one of the big concerns is temperatures on the water. the coastal water is cold out there. they've been out there. give us an idea of what they're dealing with. >> it's really cold out there. water conditions right now 50 degrees in the water. what's really dangerous is the

rough surf out there. we've got waves at 9.5 feet high and winds are driving the waves relentlessly. a small craft advisory in place which means it's dangerous for those smaller vessels to be out there on the water right now. however, the search from the air actually looking promising because we don't have fog to report this morning. that's the good news. nice and clear out there. the winds have been whipping all night long. the good news in this case is they'll start to drop off heading throughout the afternoon and then overnight tonight in particular. we still have a blustery day to get through. winds at 5 miles an hour in san jose. temperatures are cold to start. 43 in oakland. you want to layer up today. by noon you can peel off that first layer. only thing about today is temperatures are going to be comfortable. a little bit of wind. high clouds streaming in. that's it. just about as perfect as it was yesterday. as we head through tuesday, a weak disturbance moves through. that will keep temperatures level and then the climb is on wednesday through the weekend. mid to upper 70s just around the corner.

today 66 degrees inland bayside. 64 and at the coast 62 degrees. mariners, take warning. it's rough out there this morning. it will likely be the case all day long. back to you for now, marla and jon. >> thanks. just about 6:05. gone without a trace. now the search is intensifying for an east bay couple missing for a month in south america. the state department is now reportedly joining the search for jamie neal and her boyfriend garrett hand who were last seen in lima, peru, on january 26th. "today in the bay's" christie smith is live at the peddler bike shop where jamie neal is an employee. good morning, christie. >> reporter: good morning to you, marla. friends and family are getting more and more worried by the minute. they are reaching out to people in the bay area and people who may have any contacts in peru. they are all over facebook and twitter trying to get the word out. the last time that anyone heard from this couple was about a month ago and as you said, jamie neal worked at this bike shot.

the peddler here. she was on an extended vacation from the bike shop. she and her boyfriend set off on at biking trip of a lifetime. a five-month adventure they have been chronicling since last november on facebook. the posts stopped around january 26th in cusco, peru. concern is growing. bus security camera reportedly may have captured images of the pair getting off a bus and into a taxi in lima. >> i'm extremely concerned. i'm very fearful that something bad has happened. it's not likely that -- it's not as likely that they are just out on an excursion away from internet access. they had been using the internet and skype and facebook all that stuff to stay in contact and that contact has ceased. >> reporter: the owner says neal worked at the bike shop for two

years and friends say this is upsetting since the state department issued a travel warning this month about a group planning possibly to kidnap american tourists in the cusco, peru region. we're told the u.s. state department and u.s. embassy in lima are helping out with the search. reporting live, christie smith, "today in the bay." >> this morning two teenagers behind bars after a carjacking leads to a police pursuit and crash at a shopping center in union city. this started in fremont yesterday afternoon after police went after a stolen mercedes-benz. the chase ends at union city's union landing shopping center after the suspect hit a tree before slamming into six parked cars. the owner of one of those cars says he was inside the movie theater at the time and had no idea his car had been hit until later. >> the person that committed this crime, you know, by hijacking the gentleman's measur mercedes called this mess while we were just enjoying a sunday

at the movies. >> one woman was inside her parked car when it was hit. she was taken to the hospital for treatment. palo alto police are looking for a man who reportedly tried to rob another man at gunpoint. take a look at this sketch. they say around 8:30 friday night, a man who looks like this rode up on a bicycle outside webster parking garage and pulled out a gun and then demanded cash. the victim tried to wrestle the gun away. when he couldn't, he says he managed to run away. he was not hurt. three other armed robberies have happened in palo alto in recent weeks. police are now trying to figure out if they are all related. 6:08 right now. time to check that morning drive. mike inouye is here to tell us what's happening on the roads. good morning. >> good morning. riveted to this live shot here northbound 101. we had the earlier stall turns out all of the people were walking around and looked like a fender-bender northbound 101 as folks come off 680 and onramp and metering lights there as well. they moved the cars as you see.

there were four or five cars jamming things up and blocking one lane of northbound 101. they have now moved completely out of lanes but a distraction for sure. right now when you get that burst of traffic the second one hits and sticks for the morning commute. number one jams up and there are good sized roads through the area. if you can stay on roads, take them up toward 680 or 280. backup northbound 101. looking at a heavier flow for the south bay because a lot of schools have that ski week last week. they're back. we'll see how that plays out. moving good except for the crash northbound 101 at 680. we'll get a look at the altamont. you have a heavy build now through livermore. heavier than last week. eastbound into the altamont from greenville slow because of road crews that will stick around until 6:30. everything completely will clear

the area. oakland 880 volume building. nothing unusual. slowing through downtown because of the volume of traffic. and bay bridge we have a toll plaza with backups in cash lanes. we should see metering lights on and then fastrak lanes will fill in in the next five minutes. while most of us and you at home were sleeping, this is how hollywood big hitters do it. oscar winners and nominees st staying out to celebrate. stars were seen making their way into the governor's ball and for at least one director, oscar night was about redemption. we're talking about ben affleck who after winning the golden gate and sag award for best director was snubbed for best director nominations at the oscars but his film went on to win best picture. >> thank everyone on the movie, worked on the movie. did anything with this movie. >> he was hyped and feeling the magic. daniel day-lewis now the only man who win three best actor

new video from a fireworks factory in southern china that goes up in flames over the weekend. by the time firefighters finally got out there on saturday, flames had spread throughout the entire building. chinese media right now reporting it took the firefighters about four hours to finally put the fire out. we are happy to report nobody was hurt and the cause of this one still under investigation. here's a check of the day's top stories. time is running out for congress to strike a budget deal to avoid $85 billion in automatic spending cuts. the so-called sequester cuts are set to kick in on friday and could affect everything from food safety to education to air travel. olympian oscar pistorius

checked in this morning at a south african police station as part of the conditions while out on bail as he awaits trial for a premeditated murder charge. >> "argo" wins big at the academy awards. the film took home the prize for best picture and two other awards including one for best adapted screen play. another step in facebook's efforts to expand happening today. the menlo park planning commission will meet today to discuss the company's plan for a second campus on the west side of bay front expressway. facebook needs the city to rezone the 22 acres in order for it to build its new campus. right now buildings are limited to 35 feet high but facebook's plan call for a height of 73 feet. campuses are breaking out all over. >> an architectural epidemic.

a look at the new google campus over the weekend. >> vanity fair able to get a look at the campus. it's a huge 42 acres. more than a million square feet. now google's main headquarters right now is the old sgi campus if you've been around long enough to know that. google told "the wall street journal" they've already broken ground on bay view. so to that we add the campus on the upper right of your screen that was announced last week. google on the left. those are all a million square feet and then of course the granddaddy of them all at the bottom. the mother ship apple's new campus. construction loan there expected to cost a half billion dollars. i would like to tell what you to expect out of wall street but we're down to the final days before the cliff. 64,000 californians could lose their paychecks in military cuts alone. teachers aides and others unlikely to keep working.

i don't know how you predict the stock market. a quick personal note. i spent friday inside san quentin as part of a business education program where these prisoners came up with new ideas for companies, pitched them to venture capitalists just like the real word. i sat in on some of these pitches. the guys were just as good as anyone on the outside. and you can actually walk amongst the prisoners as a visitor. the men in blue they're called. a number of them did stop and say hello. they watch. i specifically said i would say hello to steven. i was doing research for an upcoming episode of "press: here" and he works on their tv prison crew. we work the same job. i thought i would give a shout out to steven and all the men in blue. it was great fun. >> what an intriguing afternoon. >> it was great fun. >> look forward to hearing more about that. 6:17 right now. we turn to the weather. people in the central plains out in the midwest bracing for more storms this morning. near blizzard conditions in high

plains. a lot of people there still just trying to dig their way out of last week's storm that dropped more than a foot of snow in some places. in kansas city, down there they were calling it the blizzard of oz and that had postal carriers playing catchup on sunday. the storm buried mail trucks last week causing mail to pile up and it forced them to deliver mail yesterday. >> it was a gorgeous weekend in the bay area. meteorologist christina loren, we have more of the same coming, huh? >> wish i was a mailman here in the bay area today. it's going to be beautiful. maybe i'll just deliver some mail. 6:18 now. looking good out there. just checking the mail will be more comfortable today. 6:18. as you can see the sun starting to make an appearance. the official sunrise not until 6:48 this morning. we're getting more sunshine early which is really nice because we can show you the beautiful live pictures. this is san bruno taking a live look here. a little bit of fog. not a lot. in fact, you can see pretty well visibility at 10 miles or better

just about everywhere. napa is at eight miles. this is pretty good especially when you consider the time of the month. as we head throughout the end of february, we'll stay nice and dry and temperatures are going to climb. still cold out there. grab your coat. something you can peel off later on today. high pressure builds in and it will drive winds offshore. for us that means a significant warmup is on the way. we're not just talking about low 70s. we're talking about potential for 80s with this big ridge just gaining energy as we head throughout the week. 70s will return before the week is finished. 66 degrees getting close to 70 in livermore. 64 in fremont. 64 in redwood city. 67 degrees in san jose. tuesday into wednesday, temperatures stay mild and then the climb really kicks in thursday and friday jumping into 70s. mid 70s on the way and holding strong into the weekend. then by sunday things start to change. our pattern shifts a little bit. that big ridge of high pressure blocking ridge blocking the

storm systems breaks down and looks like we'll get action next week. enjoy the warmup while it lasts. 6:19. let's check your drive. good morning, mike. >> good morning. a better morning right here in san jose just this one car now left lonely car and two people. i'm very concerned. this is north 101 off the merge as folks make their way off 680 and 280 getting on 101. here's the onramp there. the deal is a lot of people cut through this point. they're not supposed to but they do. they're trying to get around the backup and this may be an issue for these people. i'm very concerned. we're watching this. chp does know about this. i called it in. we'll see as this clears but looks like they are waiting for paperwork or a tow truck. the map shows you the earlier crash that was in lanes has started to sort itself out nicely as far as speeds go. north 101 slows before tully and unusual slow for a monday but that will move better. center road will take you north toward 280. also white and king should take you north toward 680 or 280 interchange and get you around that backup. right now you're okay on 101

again heading through the area. we'll look at fremont coming south into the area off 880 and a smooth drive here for that volume of headlights past the truck scales and tesla and toward milpitas. northbound also light volume heading into the area of union city and hayward and san mateo bridge. we'll catch up with them on the maps here through the same area we just talked about. this is coming off castro valley y and southbound 880 through hayward. a typical build for these patterns throughout the east bay and no big drama and across the san mateo bridge and the peninsula you're looking really good right now. a smooth flow of traffic as you approach the maze. we do have heavier volume coming down through emeryville. that's why speeds are in upper 50s now and coming down toward the mid 50s as of the volume just right here underneath university avenue over crossing is a factor. you slow because you have to heading down toward the berkeley curve. the metering lights are on at the bay bridge toll plaza and just a few minutes until those lanes back up for fastrak and cash lanes so keep that in mind. right here this hov lane big advantage if you can carpool.

this morning the alameda county sheriff's department is telling its side of the story after an incident landed mc hammer in jail. hammer was arrested thursday in dublin in charges of obstructing and resisting an officer. the rapper claims he was the victim of racial profiling and that the first words out of the officer's mouth were "are you on parole or probation?" the alameda county sheriff's department says the car hammer was parked in was not registered to him and the registration had expired. a lieutenant tells us "hammer became very argumentive when questioned about the vehicle. he refused to exit the vehicle when the officer asked him to and continued to argue." over twitter hammer dubbed the

what california stands to lose if lawmakers can't get a budget deal together by the end of this week. plus why your california tax dollars are paying for injured athletes on out of state teams. >> there it is. live from new york, the new york stock exchange ringing the day in. a rough week last week. we'll see if we bounce back today on this monday, february 25th. this is "today in the bay." good morning, everybody. it's 6:30 on the nose. i'm jon kelley. >> i'm marla tellez in for laura garcia-cannon. it's back to work on capitol hill and lawmakers are up against a serious time crunch. congress has until friday to come up with a better way to cut $85 billion from the budget. otherwise drastic automatic cuts kick in. "today in the bay's" tracie potts is live in washington d.c. if congress cannot come up with

a compromise, california could get hit very hard by those automatic cuts. >> that is certainly what the white house is saying and they put out new numbers specific to california today. take a look. $87 million in federal funding california would lose for schools, public safety would lose 1.6 million in grants. that's money for offices and courts and even victims assistance. job training, 3.3 million. that's thousands of people who would not get assistance finding jobs in california. 64,000 military employees in california could be furloughed and just over a million in funding for vaccines could be cut. that's a lot of kids not getting shots. >> yes, that is. we've been reporting this morning that governor jerry brown is attending a meeting at the white house today. of course hosted by president obama. how, if at all, can governors influence congress on this issue? >> it could be an interesting meeting.

democrat or republican, these governors are worried about the impact on their state at home especially the furloughs. while that may not seem like an immediate impact on the state, if people aren't working one day a week, that's 20% less income that could be taxed by the federal government and the state government. that's less money coming into california and other states as well. we'll probably hear the governor talk about that with the president today. his message to them has been i need you as partners to try to help get through this. there are a lot of republicans here on the hill who dispute that those numbers from the white house are really accurate. they are calling them exaggerations. >> what about worst case scenario if they don't come up with a pcompromise on the budge? something they can do after automatic cuts go into effect? >> that's what a lot of people in washington are thinking that pressure is really on after the cuts are a reality. we're not going to see thousands of teachers or firefighters for that matter with pink slips come

friday but that is when the process begins and after that both sides, the white house and congress, democrats and republicans, have a lot more incentive to try to do something to come to an agreement to prevent these cuts from really fully kicking in. >> that's a shame it has to come to this. okay. thank you so much. time is 6:33. san francisco police officers being credited this morning for some quick thinking during an apartment fire helping people get out of harm's way. firefighters say police were able to alert everybody inside the building on golden gate avenue to evacuate safely without a single injury. investigators say the fire started in a restaurant on the ground floor and then spread upwards. eight apartment units were seriously damaged. in san jose two men seriously hurt in an electrical blast are still in critical condition this morning with severe burns. fire crews were called to the site near montague expressway

trying to get through this. it's backed up from capital expressway and 85 and 87 showing the build. the south bay those schools are back after ski week last week. this will play out for the entire south bay. we'll show you this as it develops quickly over the next half hour. we'll look at sunol southbound 680 showing slowing through pleasanton but by the time you get to sunol, a smooth drive. oakland 880 smooth. we're picking up volume. both sides of 880 nimitz freeway will see slowing north of hayward and at hayward and south toward that san mateo bridge we see volume build there. speeds into the 50s. back to you. >> thank you. 6:36. california lawmakers want to stop pro athletes from getting big payouts from the state. according to "l.a. times," the state has paid an estimated $747 million in benefits for job related injuries to pro athletes like football players.

rumors swirling this morning the 49ers worked out a deal to trade quarterback alex smith after losing his starting job to colin kaepernick this year. multiple sources reporting a deal is done but can't be announced until march 12th when the league's season officially begins. no word yet on who will land smith but a lot of people believe it's the kansas city chiefs. the niners are not confirming these rumors. speaking of deals, it looks like the giants are working on a deal to keep their manager and

happening now, the search intensifies for two adults and two children lost at sea for more than 12 hours now. this morning the concern is how long the family could survive in the frigid waters about 65 miles off the coast of pillar point near half moon bay. "today in the bay's" bob redell joins us live at the coast guard station with something that's happening right now. good morning, bob. >> reporter: good morning to you, marla. coast guard about to send out more assets by air. now that the sun is up to join in their search that's been going on all night off the san mateo coastline. they're doing this now because we finally have the sun up. right now a c-130 and 87-foot patrol boat are looking for two adults and two young children under eight years of age lost at sea. 210-foot cutter should be on the scene as well.

one of the adults radioed in a broken distress call around 4:20 yesterday afternoon to alert the coast guard of 25-foot sailboat called "charm blow" was taking on water 65 miles off pillar point. at 5:30, they radioed in again to say they were abandoning ship trying to create a makeshift life raft out of of a cooler and life ring. >> we know they did not have a life raft onboard and they didn't have survival suits and we are not sure if they had life jackets or not. we're very concerned about it. that's why we're keeping our assets out there all night. >> reporter: the coast guard tells us the conditions last night were not good. the water cold. the winds gale force. because that distress call was broken up, the coast guard is not 100% certain about the boat name. they think it's "charm blow" or something to that effect. that's why they ask for the public's help. if that name rings a bell or you

east coast. we're looking here toward the east bay. this is the bay bridge toll plaza. backup here yes. you notice fastrak lanes are moving. earlier stall on the san francisco side that cleared from upper deck without problem. clouds on the move. so is the east shore freeway. into the 50s. not a big deal through berkeley. a look farther south. for maps from hayward and castro valley y where we see the build continue. we typically see this pattern through the area heading toward san mateo bridge and continuing south in toward union city, fremont and that's the dumbarton bridge cutting over for 880. nothing big as far as surprises here. we do have a smooth but slower drive south through pleasanton and down through sunol. no incidents but we see a good volume of traffic. 580 westbound has been heavily traveled all morning. that's westbound for your commute. eastbound that construction looks like the road crews have cleared. here's south bay. 85 kicking in.

that the state department issued a travel warning this month about a group planning to kidnap american tourists in the cusco region of peru. the u.s. state department and u.s. embassy in peru are helping out with the search. christie smith, "today in the bay." we are waiting for the coroner to reveal the name of a person whose body was pulled out of the water yesterday afternoon after it was spotted floating near the shore. it's unclear if foul play is suspected in the death. two teenagers in custody after a carjacking in fremont ends with a stolen car smashing into a lot of parked cars at the union landing shopping center off 880 in union city. the stolen mercedes crashed after leading officers on a chase. a woman inside of one of those parked cars was injured and she had to be air lifted to the hospital. this morning the around the clock search continues for the

prime suspect in the shooting and crash on the las vegas strip that killed three people and injured six others. las vegas police say 26-year-old ammar harris is at large. harris was inside an suv that fired shots at a maserati killing aspiring oakland rapper kenneth cherry. the car spun out of control that hit a taxi cab that burst into flames killing both team inside. olympian oscar pistorius checking in today at a police station in south africa. this marks the first public appearance for pistorius since he was released from jail on bail just last week. pistorius charged with premeditated murder. the trial against bp begins today in federal court in new orleans. they could be forced to pay the

retirement. britain's top cardinal is resigning as archbishop due to a misconduct scandal. he says he'll skip the conclave that will elect the successor to pope benedict xvi. three priests have filed complaints to the vatican accusing o'brien of misconduct. the specifics have not been released publicly. the school has made massive cuts in an effort to try to keep its accreditation and stay open. student protesters say they want a say in those cuts. final tests are under way for a pair of new tunnels near the treacherous stretch of highway 1 known as devil's slide. the area south of san francisco has been a constant problem over the years collapsing into the ocean nine times since it was first built in 1937.

the two new mile long tunnels are designed to divert traffic away from the area. they are expected to open soon. also this morning, the city of san jose said it's working on a plan to fix those bad roads out there but taxpayers will likely flip the bill. the city says nearly a quarter of its roadways are right now in poor condition by 2020 they believe every road would fit into that category. city leaders proposing a quarter or a half cent sales tax increase as well as a bond measure that would cost the average homeowner about $100 per year to fund the repairs. 6:55. cities, counties and states all trying to figure out what they will do if we go over the fiscal cliff friday. >> scott mcgrew, the stock market equally uncertain. >> it's really hard to have a business week, isn't it, when we just don't know they were talking about 64,000 californians out of work in the military were we to go over that cliff. dow industrials are up about 49
